Abstract:
The data element market features new characteristics including diversified participants, multi-layered ownership, diversified demands, complex governance and service-oriented elements. It is pointed out that the development of the data element market is still in the initial stage, and there remain new problems such as the trust crisis in the capabilities of market participants, the information crisis in the distribution of rights and responsibilities among multiple subjects, and the compliance trust crisis in the behaviors of various entities. A series of innovative thoughts are put forward, such as the public data rights and responsibilities relationship model, the role positioning of entities engaged in the development and utilization of public data, the productivity model in the digital economy era, and the in-depth and domain-specific operation system for the data element market.
